FEET funding

Free Early Education for Two Year Olds (FEET) is funding from Surrey Early Years and Childcare Service for up to 15 hours of free early education and childcare per week for families who meet the criteria. (see below)

Eligibility criteria

To be eligible you need to belong to one of the automatically funded groups below or to receive one of the listed benefits in the financial criteria.

Criteria for automatically funded groups
If your child is in one of the following groups they will automatically be eligible to be referred for FEET funding:

  • Looked after children
  • Children who have left care through either a special guardianship order, a child arrangements order or adoption order.
  • Child with a current statement of special educational needs (SEN) or an education, health and care plan.

Financial criteria

If your child is not in one of the automatically funded groups your family must receive one of the following benefits to qualify:

  • Income Support
  • Income based Jobseeker's Allowance
  • Income related Employment and Support Allowance
  • Support under Part VI of the Immigration and Asylum Act 1999
  • The Guarantee element of State Pension Credit
  • Child Tax Credit provided you are not entitled to Working Tax Credit and have an annual income (as assessed by HM Revenue & Customs) that does not exceed £16,190
  • Working Tax Credit 'run-on' – the payment someone may receive for a further four weeks after they stop qualifying for Working Tax Credit
If your child does not meet the criteria they may still be eligible for funding if they are considered to have a significant need. The referrer will need to apply by completing the application form and returning it.

How to apply


Funding can be applied for the term before your child's second birthday but it won't start until the term following their birthday. This means eligible children will be able to access FEET funding from the following terms:

Born between 1 January 2014 to 31 March 2014 - summer term April 2016
Born between 1 April 2014 to 31 August 2014 - autumn term September 2016
Born between 1 September 2014 to 31 December 2014 - spring term January 2017
Although your family may be referred to FEET this does not guarantee that the Early Years and Childcare Service will be able to secure or fund a childcare place for your child.
